The 2018 legislative session report, sent July 9, includes budget and actions affecting NC Pre-K programs, subsidy funds and separate Star-rated licensing procedures for birth to two year programs.  From the report:

"Separate Star-rated License for Birth Through Two Years
In other budget action, the legislature required DCDEE to develop a separate birth through two years of age, star-rated license for child care facilities that considers staff qualifications, staff turnover rates, education outcomes, and evaluation of certified religion-based child care programs for rates and minimum requirements.  While this was unexpected and we did not advocate for this, we believe the legislative intent was to put a special spotlight on infant and toddler early care and education by requiring DCDEE to report to the legislature by November 2018 on this issue."  Click to view entire report.
